That was part of operation Plowshear. They were testing to see if they could use small nuclear blasts to do large excavations. By the time our politicians got around to finishing the south harbor, the "delicate" coral had grown to the point that the entrance was too shallow. There are pictures of the blast if you can dig deep enough on the web.
