Kailua-Kona history lesson please

I watched today as another cruise ship came into Kailua-Kona, but had to leave due to rough water. That got me to asking, "Why doesn't Kailua-Kona have a breakwater like Hilo Bay?" That would allow a ship to dock at a pier and not have to use shuttle boats.

I tried researching it and can find nothing to explain if a project was proposed and nixed, or if one has ever been considered.

I would appreciate a little history lesson. Mahalo.
