Blue Light Protocol

Just curious about the blue lights on police cars. I know the cars are owned by the individual and would likely be used for personal and professional purposes. When I see them driving around, sometimes the lights are off and sometimes they are on steady blue. Does that work like an "off duty" signal on cabs? I do realize the flashing blue light is not good...if they're behind you. Mahalo
