COVID rules in california

I don't live in LA county, but in another large metropolitan county of California that until recently had a similar quarantine requirement. It was strictly on the honor system, and I don't know anyone who was asked about their quarantine plans. And if you were just traveling through our county you didn't need to quarantine. So I strongly suspect that it will be no problem for you, especially if you aren't even staying overnight in LA. (And in the remote chance they do ask you at LAX, just give the address of where you will be staying in central california.)
