How I interpreted the "mix"

I THINK I understood Harry's hand spray mixture to be half [rubbing/isopropyl] alcohol and half hand sanitizer. That would yield a mixture with more alcohol than the sanitizer straight but somewhat less than the alcohol straight. I am guessing this is to boost the sanitizer's alcohol level, but still retain some of the skin protecting properties of the sanitizer? Hopefully, Harry will clarify.
