As far as I understand, there was a dispute over the last HOA election earlier this year. There was a group aligned with the golf course owner, who tried to overthrow the legally elected board. They initially succeeded, but the existing board took them to court. The rogue board, and existing board, reach a settlement on June 20th that will appoint a master to oversee the HOA until the next election in 2020.
The hold up is the rogue board had second thoughts about the settlement, but its my understanding the judge overseeing the case will officially sign off on the settlement shortly. This will allow the resumption of the HOA as a operating entity.
