Green waste closures

I am getting runaround and nonsensical answers about the closure to accepting green waste at Keei and Pahala transfer stations. Does anyone know the real reasons? I was down at Keei yesterday and the green waste areas have been all hauled away, new areas have been carved out with bulldozers, and yet it is closed to green waste. The current excuse given is the "Board of Health" states they have reached their maximum capacity...whatever that means.

I fear long or permanent closure to green waste is going to result in burning of waste or roadside dumping, as the long drive up to the Costco area is just not worth it.
