The problem is that there is are opposing views on what to do with the Monument/K Bay reef area. There are those that want to redesign the path area to include parking & bathrooms, and allow easier access down to the monument & snorkeling. Another point of view, which I happen to share, is to limit access to the reef area by limiting parking (enforcing current parking rules) and keep the path area in a rough state. The health of the reef in front of the monument continues to decline due to human and/or boat contact. So the DLNR continues to do nothing to resolve this issue, so people park and walk around in dangerous areas.
