If you don't want to read the entire paper, just go to the third page, top of the right-hand column. Ronald Reagan, not LBJ, was the one who repealed the Mental Health Systems Act of 1980. Just one of the many very bad things that Reagan did to America. LBJ, for all HIS flaws, was not to blame for this one. I do have to note that mental health programs have never been very good (IMO) in this country, and also that it is a huge issue to have to deal with at whatever level.
If this is NOT the program you are referencing, then my apologies for getting it wrong. Without more info, however, I am at a loss as to how to research this further.
