By "monthly offset" do you mean the amount that HELCO subtracts from your bill for the energy you send them from the panels?
I believe the reason you are calculating such a long ROI time is because you are not including in the calculations the electricity from your solar panels that you are using during the day.
A system your size should be generating about 700 kWh per month.
If you didn't have your panels, you would have to buy them from HELCO at $0.36/kWh or about $126/month.
In that case your total savings over the month are $40 + $126 = $166.
Didn't we go through these numbers a few months ago? I remember you had a lot of afternoon shade at your house.
