This is not landlord tenant code. The landlord has agreed to instruct his property management company to refund the money. Therefore, it civil law between you and the property management company. What's the name of the company? Call and ask to speak to the owner/manager. Threaten a small claims court action. Mention that you are going to mention their company on Kona Web. You can also file a grievance with the Better Business Bureau and post a comment on YELP. In small claims court you can sue for the amount of $200 plus $4,800 in unspecified damages. It's up to the judge how much he/she will reward you.
