Someone misled you then because assessments come out every year and the values seem to go up some each time. The more the properties around your neighborhood go up in their sales prices, the higher they think your property's value is. Of course, when prices were sinking back in 2009-2010 the assessments went a little lower. Still, Hawaii County property taxes are way lower than those I had to pay in California before I moved here years ago--I'm now paying perhaps a third of what I paid there.
