People are not willing to do the math on this problem. There are about 13 wells and they are reported to work for an AVERAGE of 5-7 years. Remember this is an average failure rate not a Max or Min in any year.
This means that on average 2 wells will fail in a year. This doesn't include the well that may take a year to fix assuming they can retrieve the pump and don't have to dig new well/s to replace it.
The water department employee's got a raise because they are doing such a good job. Why should they do anything different and tell you that there is another failure. They got away with it the last time.
I believe that they are still procrastinating on getting consultants to tell them how to improve the system. There are ways to predict some failures.
