You got a rule bender...
In response to 141752: passport and SS card will do the trick, posted by Rich E2 on Tuesday, 6 February 2018, at 12:56 p.m.
You got someone who bent the rules for you. Passport and SS do not qualify for the two required "Proof of Residence Address" documents.
The list of approved documents is here: http://www.hawaiicounty.gov/finance-vrl-acceptable-docs/
The "Valid Hawaii State ID card" is a trick answer, by the way. The expiring DL does not qualify - it has to be a RealID-based drivers license. Catch-22, as it won't be until after you go through this process...
I had planned to use my DL and my bank statement for my proof and they bounced my DL. Fortunately, I had brought additional utility documents. Vehicle registration also can be used.
