This was my thought initially, until I did the research.
Desalination is extravagantly expensive, so much so that most people could not even afford to pay for it. It is also environmentally disastrous; the waste water poured into the ocean would kill every organism for miles around, starting with the coral reefs. The fishing trade would be all but eliminated. Until these obstacles are resolved by new technologies forty or fifty years from now, converting saltwater to drinking water isn't going to be happening.
