Also looking on mid week can be better than weekends. I agree if you reserve early and often works great (like voting ;-.])... Usually the big travel sites will give you an idea of the trends. Costco is good but not always the best. It's really a game. Everyone will give you discount codes or upgrade coupons. Sometimes they can be combined. You don't have to be a member of an organization to use their codes (they don't check or care).
Patience is required here to get the lowest rates. One time for Vegas I found that renting starting from 5PM was better than 5:30PM but they don't care if you arrive late.
Don't hesitate to cancel. with Alamo you don't have to cancel you can just change the reservation online and make no changes just click on the change key and they give you the new rates for all the cars and you can re-reserve the same one at the new rate. I think what they do is look each Monday and see what the inventory is for a given period and then set the rates to adjust demand or competition.
