You would think so... See the editorial in West Hawaii Today. Since they are using non-standard pumps it takes forever after they finally get the bids on getting them fixed. Just putting a bid out for quote can take months that is why they are finally considering doing it ahead of time. There is clearly no excuse except to blame the users for not respecting the request to cut water use. There is no guarantee that things won't get a lot worse before they get better. You don't think another pump won't fail in the next 6 months? The non-standard pumps don't seem to be very reliable...
Next we will get a request to take baths at the world average (1/month) to save water and only flush when the water turns brown ;-.]
