Catchment vs. municipal water

I have noticed that some areas in the south of the island have access to municipal water, however property owners are opting to use catchment tanks instead. Is this because of the cost to hook up to the municipal or is it due to reliability, quality of the water, pressure, water bill costs or some other reasons. I would appreciate any feedback someone has on this. Thanks
